Sex crimes against the young increase
Incest has occurred more than once a day in Korea for the last 5.5 years.
A total of 2,089 incest crimes took place from 2006 to June in 2011, averaging 379.8 cases a year or more than once a day, according to the statistics submitted by the National Police Agency to ruling party lawmaker Kim Tae-won at the Committee of Public Administration and Security of the National Assembly.
A total of 331 incest crimes took place in 2006 and the number increased to 360 in 2007 and 373 in 2008. The number dwindled to 350 in 2009 and rebounded to 468 in 2010 and to 207 during the first half of this year.
By region, Seoul saw the largest number with 403 incests, accounting for 19.3 percent, followed by by Gyeonggi Province with 344 or 16.5 percent, Incheon 155 cases or 7.4 percent, Busan 148 or 7.1 percent and Deagu 125 or 6 percent.
During the same period, a total of 33,378 sexual crimes against female children and youths happened, averaging 6,014 a year.
The number of the sexual crimes has been on the rise every year, with 5,168 in 2006, 5,460 in 2007, 6,339 in 2008, 6,782 in 2009 and 7,367 in 2010. There were 1,962 cases during the first half of this year.
In the mean time, crimes by the elderly also increased fast, totaling 685,861 cases during the past five years and six months.
There are 101,225 cases in 2006, followed by 107,992 at 2007, 123,324 at 2008, 132,786 at 2009 and 136,238 at 2010. In 2011, 85,296 cases were reported in the January-June period this year.
As to types of the crimes by the elderly, violent crimes were the largest with 537,260, followed by theft, rape, murder and robbery.
“As social polarization becomes more severe, crimes also become more brutal,” said lawmaker Kim. “The government has to establish legal and institutional devices to prevent the crimes so as to make the society safe from the sex and violent crimes.”
아동ㆍ청소년 대상 성범죄, 노인범죄 증가
최근 5년 동안 근친상간 범죄가 하루 1건 이상 발생한 것으로 조사됐다.
국회 행정안전위 김태원(한나라당) 의원이 14일 경찰청으로부터 제출받은 자료에 따르면 2006년∼2011년 6월 총 2천89건의 친족 성범죄가 발생했다. 이는 한해 평균 379.8건에 달하는 숫자로 하루 평균 1건 이상 발생한 셈이다.
연도별로 보면 2006년 331건, 2007년 360건, 2008년 373건, 2009년 350건, 2010년 468건이 발생했고 올해는 6월 현재 207건을 기록했다.
지역별로는 서울이 403건으로 전체의 19.3％를 차지했고, 경기 344건(16.5％), 인천 155건(7.4％), 부산 148건(7.1％), 대구 125건(6.0％) 등의 순이었다.
또 같은 기간 아동ㆍ청소년 대상 성범죄는 총 3만3천78건이 발생, 한해 평균 6천14건을 기록했다.
연도별로 보면 2006년 5천168건, 2007년 5천460건, 2008년 6천339건, 2009년 6천782건, 2010년 7천367건으로 해마다 증가했다. 올해는 6월 현재 1천962건을 적발했다.
이밖에 노인범죄도 빠르게 늘어 최근 5년 동안 총 68만5천861건이 발생했다.
연도별로 보면 2006년 10만1천225건, 2007년 10만7천992건, 2008년 12만2천324건, 2009년 13만2천786건, 2010년 13만6천238건이 발생했고, 올해 7월 현재 8만5천296건을 기록했다.
범죄유형을 보면 폭력이 53만7천260건으로 가장 많았고, 절도 11만6천971건, 강간 4천159건, 살인 574건, 강도 562건으로 조사됐다.
김 의원은 "우리 사회의 양극화가 심해지면서 범죄도 갈수록 흉포해지고 있다"며 "범죄를 예방할 수 있는 법적ㆍ제도적 장치를 마련해 국민들이 안심할 수 있는 사회를 만들어야 한다"고 말했다.
