(LEAD) S. Korea expresses dismay at Japan's denial of wartime sex slavery
(ATTN: ADDS Seoul ministry's meeting on sex slavery issue in last 5 paras, photo)
SEOUL, Aug. 27 (Yonhap) -- The South Korean government on Monday criticized a high-profile Japanese official's denial of the country's forced wartime sexual enslavement of Korean women, calling on Tokyo to take "sincere measures" for the victims.
According to historians, up to 200,000 women, mostly Koreans, were coerced into sexual servitude at front-line Japanese military brothels during World War II as the Korean Peninsula was a Japanese colony between 1910 and 1945. Those sex slaves were euphemistically called "comfort women."

"It is deeply disappointing that key figures of the Japanese government made remarks to deny the forced enslavement of Korean women," a foreign ministry official said.
Earlier in the day, Jin Matsubara, chairman of Japan's National Public Safety Commission, told parliament that no direct descriptions have been found of Japan's forced mobilization of sex slaves, suggesting an amendment to the Japanese statement that apologized for its wartime atrocities.
In 1993, then-Chief Cabinet Secretary Yohei Kono apologized for the forced sex slavery by issuing a statement, which said the Japanese military was directly or indirectly involved in running "comfort stations," and that it coerced women into providing sexual services.
Jin Matsubara's comments are in line with similar remarks recently made by Japan's leading political figures that dismiss the issue.
Last week, Osaka Mayor Toru Hashimoto said there is "no evidence that 'comfort women' were taken captive due to the (Japanese) military's assault and threat." Tokyo Governor Shintaro Ishihara also argued that the women were not coerced and instead chose to work in the front-line brothels.
"It is undeniable historical fact that Korean women were coerced into sex slavery, which was also acknowledged by Tokyo in 1993 via the Kono statement," Seoul's ministry official said. "We urge Tokyo once again to take sincere measures that could be accepted by the victims."
Seoul has pressed Japan to resolve the issue, which has been a long-running grievance between the neighboring countries, by apologizing and giving compensation to the Korean women on a humanitarian level.
But Tokyo has refused to do so, saying the matter was already settled by a 1965 treaty that normalized relations between the two countries.
Meanwhile, Seoul's foreign ministry held a meeting involving a task force and advisors on Monday on how to resolve the comfort women issue with Japan.
The meeting came on the eve of the first anniversary of the ruling by South Korea's Constitution Court that it is unconstitutional for the Seoul government to make no specific effort to resolve the issue with Tokyo.
Among diverse options, Seoul officials reportedly thoroughly discussed whether to propose Japan set up a joint arbitration committee to deal with the matter.
"Last year, we made a proposal to Japan to hold a bilateral consultation meeting to discuss the comfort women issue, but Tokyo has not made any response so far," another ministry official said.
"We will make a decision on other possible measures such as suggesting a committee after reviewing diverse opinions and considering diverse aspects of the circumstances," he added.

Sex traffickers nabbed for soliciting Japanese tourists
A large-scale Korean prostitution ring has been busted on charges of soliciting Japanese tourists on the southern resort island of Jeju, police said Monday.
The Jeju Provincial Police Agency said they arrested a brothel owner, only known by her surname Shin, and booked another owner surname
Six brokers who run popular tourist sites such as bars and hotel casinos, as well as 19 female sex workers, were booked without physical detention, the police said.
The brokers allegedly introduced male Japanese tourists to brothel operators in exchange for 10,000 yen (US$127) for every customer they brought in.
The tourists payed 40,000 yen for services, police investigators said, adding that the pimps took 7,000 yen and another 23,0000 yen was given to the sex workers.
Jeju Island has become one of the most popular tourist destinations for Japanese tourists, with the number of visitors from Japan to the island hitting a record high in the first half of the year.
The police, following a tip-off, raided the brothels and secured proof such as receipts and bills for commission fees. (Yonhap)

'Japan’s sex slavery is anti-humanity crime'

President Lee Myung-bak said Wednesday colonial Japan’s conscription of sex slaves who were forced to serve soldiers amounted to a crime against humanity.
“The issue involving mobilization of comfort women by the Japanese military goes beyond relations between Korea and Japan,” Lee said in a speech to mark the 67th anniversary of Liberation Day.
“It is about the issue of women’s rights in time of war. It was an act that contravenes our universal value as human beings and contradicts the flow of history.”
This is the first time a South Korean leader has addressed the issue of sexual slavery in a Liberation Day speech.
The issue remains unsettled because Japan has been reluctant to heed the growing voices for compensation for the victims, insisting this has already been rendered.
Activists and victims put up a statue of a girl in traditional costume in front of the Japanese Embassy in Seoul last November to mark the 1,000th anniversary of weekly rallies against Japan.
Tokyo reacted nervously to the Peace Statue, asking Seoul to remove it, which was not accepted.
Of 234 registered victims of the wartime crime, only 61, who are in their 80s, are still alive.
Calling Japan a close neighbor and friend, President Lee urged the Japanese government to be cooperative in removing historic hurdles to progress in bilateral relations.
“We have to point out that chains tangled in the history of Korea-Japan relations are hampering the common march toward a better tomorrow in the Northeast Asian region, as well as bilateral ties,” he said.
Lee made the remarks amid escalating tension after he made a surprise visit last week to the easternmost islets of Dokdo, which are also claimed by Japan.
The President has played hardball with Japan recently, a shift from his pragmatic position on the neighbor in his early presidency.
On North Korea, President Lee said South Korea will carefully watch for the possible changes in the reclusive nation.
“Pyongyang has come to a situation where it needs to look at reality and consider a transformation.”
Of late North Korea has sent a series of signals that some construe as indicating that it might be seeking economic reform.
Kim Jong-un attended a rare performance featuring Disney characters such as Mickey Mouse and Winnie the Pooh last month. Actresses were also seen in strapless gowns and little black dresses, which were thought to be unthinkable before.
The North also sent the high-level delegations to Laos and Vietnam and China. All these signs were seen as a change, prompting analysts to speculate North Korea might be set to launch economic reform.
President Lee said South Korea is “open to inter-Korean dialogue while at the same time being mindful of the human situation in the North.”
A Cheong Wa Dae official said on condition of anonymity that Seoul will watch closely what’s going on in the North and will be willing to encourage and help it if the Stalinist state is heading along the right path.
In the speech, President Lee addressed the widening income gap between high-and low-income earners and the negative fallout of the eurozone crisis as two major policy challenges facing the nation.

Stricter control needed over teachers sex crimes
The Gwangju Education Administration has been under criticism over failing to exercise control over teachers who are alleged to have been involved in sex crimes.
It is difficult to find records of their wrongdoing even if these teachers are punished for their criminal behavior.
According to the administration, there is not a single teacher found to have been associated with sex crimes who is under special monitoring.
In most cases, those who are subject to fines or wage cuts are normally sent to other schools while maintaining their occupation.
In other words, there is some punishment but they are left in contact with students. Worse, there are almost no records of their activities and even the punishment they received as a consequence, thus leaving open the possibility for repeat offences.
There have been cases when teachers guilty of sex crimes who were transferred to other schools where they repeated similar activities.

South Korea lambasted Japan on Wednesday for trying to dodge responsibility for its mobilization of Korean women as sex slaves during World War II, saying the country would have "no future" if it "turns a blind eye to history."
Earlier this week, Japanese Prime Minister Yoshihiko Noda and other senior officials made remarks that there is no documentary evidence showing Japan forced Korean women into sexual slavery during its 1910-45 colonial rule of the Korean Peninsula.
The remarks were seen as running counter to a 1993 apology that Japan's then-Chief Cabinet Secretary Yohei Kono issued for the forced sex slavery. The so-called "Kono statement" has been considered a key element of the basis for relations between the two countries.
"This is truly an act that goes contrary to the flow of the times," Foreign Ministry spokesman Cho Tae-young said in a statement, accusing Japan of ignoring the pain of the victims and international calls for resolving the issue.
"Japan's government should keep this point deeply in mind that a country that turns a blind eye to history has no future, and come up with solutions to cure the scars and pain of the victims," he said.
Cho stressed that Japan already acknowledged its responsibility for the issue in the 1993 statement, and U.N. reports have called for Japan's government to admit its responsibility, apologize to and compensate the victims and punish those responsible.
Historians say up to 200,000 women, mostly Koreans, were coerced into sexual slavery at front-line Japanese military brothels during World War II. Moreover, former sex slaves, who are euphemistically called "comfort women," have long testified the hardship they were forced into.
Seoul has increased pressure on Tokyo to resolve the grievances of the victims, saying the issue is becoming increasingly urgent as most victims are elderly, well over 80 years old, and may die before they receive compensation or an apology from Japan.
Currently, there are only 60 victims alive.
Japan, however, has been ignoring Seoul's demand for official talks on compensating the aging Korean women, claiming all issues regarding its colonial rule were settled in a 1965 package compensation deal under which the two countries normalized their relations.
Relations between South Korea and Japan have deteriorated seriously in recent weeks after South Korean President Lee Myung-bak made an unprecedented visit to the country's easternmost islets of Dokdo, and Japan protested the trip.
Earlier Tuesday, Japan's upper house of parliament adopted a resolution calling for South Korea to end what it calls Seoul's "illegal occupation" of Dokdo. Seoul's Foreign Ministry spokesman Cho flatly rejected the resolution.
"The repetition of unreasonable claims to our territory of Dokdo shows Japan has no intention to liquidate the leftovers from Imperialist Japan's colonial pillage," the spokesman said in a separate statement. (Yonhap News)

Police said Tuesday two Japanese men are suspected of setting up provocative wooden posts to lay claim to South Korea's easternmost islets of Dokdo at entrances to two history research-related establishments in Seoul.
Wrapping up an internal investigation, Seoul's Seodaemun Police Station said that two Japanese nationals allegedly put three wooden posts with the phrase, "Takeshima (referring to Dokdo in Japanese) is Japanese territory," at the front and rear entrances of the War and the Women's Human Rights Museum, and the entrance to the Dokdo Research Institute last Wednesday.
The museum, which shares the same building with a local activist group that represents voices of a group of Korean women who were coerced into sexual servitude for Japanese troops during World War II, displays materials and documents honoring victims.
Meanwhile, the institute is under the state-run North Asian History Foundation.
The two suspects in their 30s and 60s are also suspected of attaching leaflets to a wall that said, "Comfort Women = Sex Slave is Lie." The victims are euphemistically called "comfort women."
The two fled to Japan on Wednesday noon, police investigators said, adding that they have not committed other crimes.
One of the suspects reportedly had entered South Korea five times for tourism purposes while the other was making his first visit here, they added.
The news of the provocative incidents came about two months after another Japanese conservative activist tied a post with the phrase 'Dokdo is Japanese territory' to a symbolic statue of a wartime Korean sex slave in front of the Japanese embassy in downtown Seoul, inciting protests from civic groups and causing public uproar.
A group of sexual slavery victims filed a defamation suit against the activist, known as Nobuyuki Suzuki, and prosecutors are considering asking Tokyo to extradite him for investigation in the suit.
Police plan to launch an investigation after complaints are filed, an official in charge of the investigation said, adding that the institute is mulling over suing the suspects.
"When complaints are filed, we will inform the immigration office of the suspects' offense and further investigate relations between them and Suzuki," the official said.
Japan, which ruled the Korean Peninsula between 1910 and 1945 as a colony, has repeatedly renewed its claim to Dokdo in the East Sea while rejecting Seoul's demand for an apology and talks on compensating the sexual slavery victims. (Yonhap News)

Recentrly, it is not unusual to see tragic sex crimes in Korea. What is worse, they are occuring more frequently, severely, and more haphazardly. This means that anyone can be targeted for sexual assault. Unfortunately, most people have ignored the fact that they might be a victim and think that this crime as a anyone else's problem. To cope with this, we need to know more about the problem, find the reason behind it, and think about the solution .
The controversy over sexual abuse burst out last year when a 9-year-old girl was found raped and thrown in a toilet, with seriously damaged genitals and permanent destruction of her large intestine and anus. This shocking news struck the entire country, and people started to recognize the seriousness of the sexual abuse problem.
However, sexual crime itself was not the only issue. What made people worry was the small penalty given to the criminal. Although there was strong public demand to make the identity of sex offender known, the authorities said that this would be a violation of human rights.
Even when we consider the existing sex crimes, there are more terrible and severe cases of sexual crimes happening every day, regardless of age and social status.
As these sexual crimes grow into a major social issue, many media and organizations are voicing their own concerns, comparing punishments in Korea with other countries’ penalties . However, some people remain skeptical , saying some of these countermeasures do not fit our circumstances because they may cause serious side effects while others say that the criminals deserve to be punished and taking responsibility for what they have done.
Given the fact that the sex crimes are rarely reported, because of the social attention which make victims take all the damages for their whole life time, this controversy does not look as if it will be settled easily.

■ A Focus on Sex Offences in Korea
According to the report by Ministry of Health and Welfare, analyzing the sentences of the 142 juvenile sex offenders registered in 2008, a stay of execution was given to 61.3% (87 people), and a monetary penalty was levied from 4.9% (7 people). This means that the percentage of offenders imprisoned was only 33.8% (48 people), indicating that the court has tended to treat sex crimes lightly up to now. It is said that sex offenses have been constantly increasing by 40% from 2005 to 2009 by the National Police. What is striking is that half of the child sex offenders are more likely to re-offend, while the total reoccurrence rate of sex crimes is 37% a year. The Ministry of Health and Welfare collated 17,408 child sex crime convictions from 2001 to 2007 and found that the age of the child victims is gradually becoming lower, and the percentage of victims under 13 has continuously increased from 27% to 32.7%. It also revealed that rape and sexual molestation increased from 18.5% to 20.9%, and from 19.4% to 35%, respectively.
[box] Other Nations : Stringent to Sex Crime
Other developed countries take a stricter view of sex offences, cracking down on sexual assaults, especially if they are committed against children and adolescents. England enacted a Sexual Offense Act in 2003 and suggested a criterion for treating the various forms of sexual assaults. The lightest ruling on the crime against children under 13 is at least eight years in prison, and additional sentences are levied on sexual crimes in which any kind of threat and coercion is involved, and alcohol or drugs are employed. The highest sentence for sexual assault in the U.S. is life imprisonment. If the victim is under 16, severe punishment is meted out to the criminal, and if the victim is under 12, the law is interpreted in the most severe degree possible. U.S. enforces Megan’s Law, which deals with released criminals who commit sexual assault again on teenagers, allows information of registered sex offenders to be made available to the public. Particularly, in Texas, a signboard saying 'Sex offender lives here' is erected in front of the offender's house. France has also established guidelines regarding sentencing sex offenders - 20 years in prison for offences against children aged less than 15, and 15 years for general kinds of rape.
■ How Much Do You Know About the Aftereffects of Sex Offenses?
Sexual violence causes victims to undergo both physical and psychological trauma, which cannot be cured easily and lasts permanently. The victims often suffer from terrible nightmares for their whole life, if not treated in time. In particular, in the case of sexual assault targeted at children, the aftereffects are immense and can last for a long time. These after effects vary, according to the level of abuse and the attitude of others. For instance, holding the victims accountable for the accident should be strictly avoided, because this causes them even more pain and prevents them from getting over the trauma.
Aftereffects come in various forms. Victims suffer from psychological problems like anxiety, a feeling of helplessness, depression, and rage, and they often experience social phobia and hypersensitivity, through post-traumatic stress disorder. Dissociative amnesia, temporary memory loss, is also possible along with physical symptoms like gastroenteric trouble and eating disorders. In extreme cases, child victims can develop a permanent disorder in genital and evacuating functions as in the Jo, Du-sun case. Victims can even also become self-destructive, injuring themselves or taking drugs. Furthermore, social repercussions can include resignation, moving, and taking a leave of absence from school. Even though they are victims, they frequently feel forced to leave their jobs or residences or take some time off from school. Victims are inclined to cover up the incidents and try to forget the assault. However, repression makes the mental scar deeper and deeper. It is highly advisable for victims to seek counsel with experts.
■ Relevant Factors
▶ Location and Time of the Crimes
The National Police analyzed where and when sex crimes are most likely to take place. The result indicates that the top 3 crime locations are he victim's house (21.8%), inns (21%), and the assailant's house (15.8%). Other likely locations are residential areas, restaurants, parks, playgrounds, and schools. When it comes to the sex crimes committed to child, offences occurred in the victim's house (12.8%), the joint area of both the assailant and the victim (11.2%), inside a car (11.2%), and in an inn (10.4%). That is, most offenses were committed in a house.
As for the time of the crime, 54.7% of crimes against children, 44.9% of crimes against elementary school students, and 24.3% of crimes against middle school students occur from noon to 6 p.m.. In the cases of female adults and high school students, however, the timing is different. 25.2% of crimes against high school students, 27% of crimes against university students, and 30.2% of crimes against adults, occur at early dawn (from midnight to 3 a.m.).
▶ the Sex Offenders
About 50% of the assailants are strangers, but acquaintances like friends, neighbors, and relatives amount to about 30% of the total crimes. The younger the victims are, the more likely the criminals are to be acquaintances. In the case of the preschooler, strangers are primarily followed by neighbors (17.6%) and relatives within three degrees of kinship (13.1%), while for elementary school children, the figures are 12.8% and 9.7%. The age group of sex offenders is also getting younger. The rate of adolescent offenders is on the rise. 79.7% of all assailants are adults, but the proportion of middle and high school students has increased by 1.9% and by 2.5% respectively compared to the figures in 2006. Joint crime among peers is more prevalent than in adults, indicating that it is important to control juvenile delinquents and to crack down on group sexual assaults.
[box] Types of Adolescent Sex Offenders
Adolescent sex offenders are divided into three types : attachment, violence, and tool. Sex offenders of the attachment type lure the kids with a present and threaten them, so that they can grope their private parts. Sex offenders of the violence type generally horrify the children through hostile assault with deadly weapons or beating. Even after the sexual offence, they blackmail the victim constantly. Sex offenders of the tool type use the child as a tool to satisfy their sexual urge by forcing her to touch their sex organ, and they even also demand money after the crime.
■ What Remedy is Being Enforced or Being Planned?
▶ Electronic Anklet System (Electronic Tagging)
Korea enforced an Electronic Anklet System to prevent recurrence of sex crimes, in September 1, 2008. This system monitors the wearer's position and condition using a location-tracking electronic device. A judge in New Mexico, America, was inspired by a location-tracking device a spider-man cartoon, and he was the first to require an ex-convict to wear an electronic anklet. Korea, 44 states of U.S., England, and some other countries are currently trying this system, and Taiwan, Japan, and Australia are also thinking of introducing similar system. Sex offenders with electronics anklet always have to carry a terminal-shaped cellular phone. If the distance between anklet and the terminal is more than 1m, a warning alarm is set off at the central control centers, and the probation officer receives a text message. This system can track the wearer's location for 24 hours. If the wearer enters a danger zone like a school, which is a main target for sex offences, or if the anklet is turned off, this fact is notified to the central control centers.
In Korea, this system is revised in July, 2010. Under the new system, offenders on probation have to be undertaken constant survey and in-depth supervision, and they must reside in a restricted area, if they have no dwelling. This revision also applies retroactively to the past offenders. However, there is evidence that some sex offenders commit second convictions after taking the anklet off, and the system entails enormous costs. Each electronic anklet costs 1,720,000 Won, and at least one management officer is needed to oversee 20 wearers.
▶ Disclosing the Identities of Sex Offenders
By the Ministry of Gender, 10 identities, including the sex offenders' pictures, have been released on the internet. The details include name, age, address, height and weight, the name of the crime, and the sentence. Korea is only the second country to take this action in the world, following America. America has already enforced this rule since 1996, and they have offered general information since 2009. America applies the rule to all sex offenders, but Korea has limited this rule to offenders sentenced to a stay of execution. Identities are opened to the public for 10 years, and in the case of long prison sentence, the identities go public after the term of imprisonment is completed. You can check the identities of sex offenders and the national distribution of sex offenders at www.sexoffender.go.kr. Though there are only a few sex offenders’ identities available at present, from this September you can find the identities of 401 sex offenders from June 30, 2006 to 2009.
▶ Chemical Castration
This involves injecting a female hormone or drug into the criminals for curbing the sex drive. Physical castration, eliminating a male penis or testicle, is also considered very effective for the prevention of sex crimes. However, chemical castration is common, because physical castration cannot be reversed. In 1996, California applied this method to sex offenders who assaulted children under 13, and 10 other states, including Louisiana, Montana, Wisconsin, Georgia, Florida, and Colorado, and Canada have followed, and Poland has started this for child sex crime offenders this year. Denmark is enforcing both physical and chemical castration, and Germany is also enforcing physical castration for offenders who show an extreme sex drive after thorough medical and legal review. In addition, Texas America, Sweden, the Czech Republic, Norway, and Finland carry out physical castration. In Korea, a chemical castration law will be begin around July, 2011. The targets of this law will be those over 19 who have sexual perversion and sexually assault the children under 16. However, this is not a perfect solution because it is only effective when the criminals are under the influence of the drug. It also has another problem if offenders run away or refuse to use the drugs. Above all, the cost is prohibitive - about 6,000,000~7,000,000 Won for each person.
Solutions for the future
■ More Realistic and Fundamental Measures Should Be Taken
Although there have been many countermeasures to combat sexual crime, we have not felt much improvement yet. This may indicate that the pre-countermeasures are not suitable and are limited in their application . Therefore, in the future, there should be more realistic and fundamental efforts considering our circumstances, not only in the short-term but also in the long-term . We need two essential measures if we are to wipe out the sex crime in our country. One is from authorities or organizations and the other is from ourselves .
Considering that over 50 percent of the perpetrators of sex crimes are re-offenders, preventive measures are most important and urgent. Because of this, 'Social safety net' needs to be expanded. Sex education in schools is at most 10 hours per year, which is totally insufficient compared with other advanced countries. As a result, when somebody suffers approaching danger, they do not know how to take emergency measures to avoid the problem. Therefore, the authorities should enforce early sex education and promote self-defense education so that anyone can understand and get through the emergency situations. On top of that, we need to be aware that an unhappy childhood can lead to cruel crimes in the future. As double income parents are becoming more common, kids are more likely to be alone and to be exposed to the danger of sexual crimes. To prevent this, the government should constantly support social networks such as 'Local child centers' or ' After- school academies.'
In addition, a rehabilitation program must be accompanied with other social policies. A more detailed program is required to be classified according to the pattern of crimes. Psychotherapy and medication should be added, too.
Finally, what can we do? Besides supporting social networks, we must pay attention to what is going on around us. It is sad that many people do not care about things irrelevant to themselves. However, this kind of attitude eventually generates devastating sexual crimes. Also, our tendency which to blame the victims of the crime should be corrected that has caused very low rate of reporting the offences. Therefore, we need to be aware of the seriousness of sex crimes and try not to hurt the victims through unpleasant words of actions. Small differences would be come out from our own little effort. Once we change, the future would be bright as a 'Butterfly effect.'
Interview with the Sexual Abuse Counseling Center of Korea
1. Many people are frightened by the increasingly severe and frequent sex crimes recently. What is the main reason for the increase of these crimes?
- It is true that sex crimes reports seems much increased nowadays. This makes people think that there are more crimes occurring than there really are. The primary cause of sex crimes stems from a cultural background where violence and gender discrimination are prevalent. Considering the fact that a huge percentage of sex offenders are usually senior army personnel, teachers, fathers, and men, the predominant form of sexual abuse can be seen as imposition of violence on the weak by the strong. Therefore, the hierarchical social system and gender discrimination is the biggest cause of the sex crimes.
2. What kind of measures are you taking towards the prevention of sexual abuse and what is the solution for a better future?
- Basically, we are providing legal and psychological support for the victims and monitoring the laws related to sex crimes. In addition, we are giving prevention lectures to r kids, teachers, and parents. We also intend to publish related books in the future .
3. How can we prevent sex crimes in everyday life?
- In the long-term , we need to redefine the concept of sexual abuse and raise public awareness. When someone is in a dangerous situation, the most important thing is to be brave enough to get through the situation. In contrast to boys, girls are usually brought up without much physical training in terms of protecting themselves. Therefore, they are helpless when faced with an urgent situation. Therefore, being strong maybe the first step for getting through the bad situation. It may include pre-simulation activities, screaming out and so on. If possible, it would be good to have a self-defense tool for your own.
4. Are there any common misperceptions about sex crimes ?
- Of course, there are lots of myths about sex crimes in our society. In fact, such ideas usually make victims hard to report their abuse or how to deal with the crimes. Among these, one of the prevailing biases is that the criminal must be a psychopath with a mental disorder. However, the fact is 70 percent of assailants are normal people. As I said above, sexual abuse should not be treated as a mental disorder.
S Koreans offered cash for no sex
Male workers who vow to stay away from prostitutes after year-end celebrations in South Korea are to be rewarded.
The Ministry for Gender Equality is offering cash to companies whose male employees pledge not to pay for sex after office parties.
Men are being urged to register on the ministry's website. The companies with most pledges will receive a reward.
Officials say they want to put an end to a culture in which men get drunk at parties and go on to buy sex.
But some critics have described the move as a waste of money.
Despite new anti-prostitution laws passed in 2004, the practice is said to be widespread in South Korea, with some estimates suggesting more than one million people work in the sex industry.

Today we are not going to talk about Korean women forced into prostitution by the Japanese, by their grand-daughters giving themselves to Korean businessmen for money, a practice that affects a considerbale percentage of the female population of South Korea.

One million sex workers for a country that has 17 million women aged 16 to 64, or more reasonably for this kind of job about 6 million women aged between 18 and 35. If this trend is stable over the decades, it means that about 1/6 of all Korean women pass through the sex industry at one point in their life. Amazing how this country is walking in Japan's footsteps !

It is interesting to see how ripe prostitution is in South Korea when you remember that old South Korean women like to complain so often about being forced into prostitution by the Japanese during the colonial period. Their stories apparently didn't have much influence on their own daughters and granddaughters...

It sure is shame for all Koreans to know that they do talk loudly about ethic yet sex is so prevalent without commitment. What a shame!
They are taking after loud American rape song and other unhealthy American way of life.
What are educators and politicians doing? Why can't they do something to stop this bad trend.
Koreans should wake up and straigthen themselves for the better future.
Hope they give up Western style life and get busy in encouraging young minds to busy doing reseach work in sci/tech. for better future.

Western country doesn't have that high percentage of prostitutes like in asia.
Prostitution is the oldest profession in the world and it will exist as long as the human race, unless of course, everyone is just as rich as Bill Gates or that Mexican billionaire Helim Slu and that all women prefer a dildo over men in terms of sexual partners. Then there will be no prostitution.
Germany has legalized prostitution. So has the Netherlands. Prostitution is also legalized in the state of Nevada.
What is more, my cousin living in Germany has told me that thousands of German men would drive across the border to the Czech Republic and Slovakia for cheap prostitution.
If you count Japan as the West, then you are living in denial because Japan does have this practice big time with women from the Philippines working in Japan as prostitutes. The Economist newspaper had run an article regarding this practice in Japan in the past.
I don't get my info from sound bite. I have cousin and friend who have worked in lived in Japan for close to a decade during the 1990s.
Have you watched that show "Bullshit" by Penn & Teller? I don't think you have and I suggest you watch that show so that you understand more about the nature of sex.
Let me ask you this, if people do not value sex, both of us would probably not be here today to post our opinions.
For the records, if people do not love sex, then how come I see ads for Viagra, Cialis and other brand of sex performance boost or erectyle dysfuction medication every ten minutes on cable TVs?
Your comment about the Koreans do not do them justice. Just because prostitution is prevalent in Korea, it does not mean that the act of the Japanese Army forcing Korean women to be their prostitutes is acceptable.
It is a boatload of nonsense.
Wann
The Koreans are in general a group of good people. Just because they loudly detest the act of reckless of individual American army personnel that does not mean that they are anti Americans.
Saying the Koreans are anti Americans is not true because my cousin has seen a lot of Americans living and teaching English in Korea in the 1990s.
I think the Japanese in Okinawa has always done the same thing, denouncing American military personnel for whatever crimes that those individuals had committed.
I mean recklessness

Prostitution in the Netherlands (or other European countries where it is legal, like Belgium, Germany, etc.) is very limited compared to most East Asian countries.
According to this article (http://en.wikipedia.org/wiki/Prostitution_in_... ), there are about 20,000 to 25,000 prostitutes in the Netherlands. Approximately 32% are Dutch, 22% are Latin American, 19% are Eastern European, 13% are African (south of the Sahara), 6% come from other countries from the European Union (aside from the Netherlands), 5% come from Northern Africa and 3% are Asian.
South Korea has about 42x more prostitutes for a population only 3x bigger than the Netherlands. That's 14x more prostitutes per inhabitant, and a much higher percentage are local, as I have demonstrated above.

In case, you are curious I am not Japanese.
Wikipedia is an open source of information where anyone, you, me, and everybody else can edit. Citation from Wikipedia lacks the credit that other professional reference sources of information enjoy.
South Korea is twice more populated than the Netherlands thus a higher percentage of people who engaged in this practice is understandable.
Statistics is very misleading since sampling provides a cost effective way to collect data it also provides you convenient result (translated usually not reflecting the attributes of the population as a whole).
People can also manipulate statistics easily.
Since only 32% of Dutch women engaged in this practice, it could also mean that domestic demand cannot catch up with supply and the Netherlands have to allow more prostitutes coming from foreign country to keep up with the physical demand for the Dutch population (translated a higher percentage of Dutch population participating in this practice) Or it could mean that a sizeable percentage of the Dutch men are homosexuals.
The Thai government has acknowledged that most tourists from Western Europe, the Netherlands included, all came for sex/ rather than sightseeing. Based on those qualitative attributes that I have cited, my conclusion projected that the percentage of Dutch population participating in prostitution is not significantly lower than that of South Korea.
Everyone knows that the San Fernando Valley in So Cal is the capital of porn in the world. But that does not mean that every other American woman is a prostitute and such an argument is absolutely absurd.
I am assuming that you are an college educated individual working and living in Japan.
I wonder if statistics was required for your profession and even that you took statistics in college, the failure to exercise common sense is incredibly interesting.
The professor that I had statistics in my junior year had told me that knowledge about statistics is acquirable but the wisdom to determine whether statistics always applies is not.

Wikipedia documents a summary statistics, and the details are left to the original source on the bottom of wikipedia page. This is for SGdisciple who argues well with rhetorics without citing his own sources.
(Source from Wikipedia)
'A study by the Dutch Ministry of Foreign Affairs in 2000 estimated that there are a total of between 20,000 and 25,000 prostitutes in the Netherlands on a yearly basis.'
(Original Source by Netherlands Ministry of Foreign Affairs)
http://www.minbuza.nl/binaries/en-pdf/q-a-pro...
"The local authorities are responsible for ensuring that prostitutes have easy access to health
care, with readily available services and no sanctions, but health and working conditions are
primarily the responsibility of the prostitutes themselves and their employers. The local
authorities' job is to ensure that employers fulfil their obligations. For instance, they can set
conditions for granting licences and take steps to ensure that those conditions are met.
Employers' responsibilities include pursuing a safe sex policy, giving their workers the
opportunity to benefit from information activities, and encouraging them to have regular
medical checkups for sexually transmissible diseases. General practitioners and specialists
have been given special guidelines on STD screening among prostitutes."
In the Netherlands, population census covers the area of profession, and medical health. Estimates of local residents engaged in prostitution are supposed accurate.
"There are estimated to be 25,000 prostitutes in the country, with 12,500 working at any one
time at a total of 6,000 locations. Many were migrants. In the 1970s the majority of foreign
prostitutes were from Thailand and the Philippines, in the 1980s from Latin America and the
Caribbean. After the fall of the Berlin Wall in the late 1980s, many came from Central and
Eastern Europe. In 1999 no more than one third were Dutch nationals, the remainder
representing 44 nationalities. The majority were from the Dominican Republic, Colombia, the
Czech Republic, Romania and Poland. No figures were available on illegal residents.
At the time, an estimated five percent of prostitutes were male and five percent transsexual,
the majority being migrants. Ten percent of all prostitutes were drug addicts, the majority
Dutch nationals or former Dutch nationals."
Male, female, transexual, are included in the estimates.
(SGdisciple said)
"Just because Sex and the City is a popular show that does not mean that every other American woman is promiscuous.
It is nonsense."
It is nonsense to make such comment, since no one overgeneralizes to that simple logic, or "exercise common sense" in your own words.
According to the CIA world's fact book, the Netherlands population is less than half of South Korea's.
https://www.cia.gov/library/publications/the-...
https://www.cia.gov/library/publications/the-...
While you are probably a Dutch national, I could see the reason why you have translated your source from French to English and that made it easier for our discussion here.
My point is to say that South Koreans are addicted to prostitution is just as absurb as to argue that most Dutch nationals are addicted to drugs and since most prostitutes in the Netherlands are drug addicts, thus a larger percentage of Dutch population has engaged in this practice, okay.
Sex is your physical needs and it will never go away. I got no clue why you got so sensitive with prostitution. Greek, the cradle of Western civilization, had practiced this for years and prostitution then usually involved female priests, someone of very high social status in that civilization.
The CIA has reported that the Netherlands is the largest exporter of ectasy to the US and if I do not exercise "common sense", I would have jumped into conclusion and argued that every Dutch national is a drug dealer....but I believe that the difference between knowledge and wisdom is still a gulf apart.
Most people who have never travelled to the Netherlands would have assumed that the whole city of Armsterdam does nothing but sells hashish, ectasy, cannabis and at every other block you would run into a sex club, a brothel, or a promiscuous Dutch woman as portrayed in that Europe trip flick. No, I have been to Armsterdam and I am not that stupid or naive or do not exercise my common sense.
Just for the record, I believe the Netherlands is probably the most common sense and sane country when it comes to euthanasia okay...
Sorry my map was wrong. Dutch population is only one third that of South Korea and I will leave all the facts to you to arrive a meaningful comparison yourself.
Sorry I mean my math

(Source other than earlier report of BBC)
http://en.wikipedia.org/wiki/Prostitution_in_...
Prostitution in South Korea is a large illegal industry. The Ministry of Gender and Family Equality estimated that it comprises over 4% of South Korea's GDP, with revenue exceeding $22 billion; this would make the industry the country's fifth-largest if accurate.[1][2]. Prostitution ranges from streetwalkers in red light districts to expensive "room salons" for private parties[3]. The government estimates 500,000 women are engaged in the industry.[4] The government stopped keeping official figures in 2004. South Korea is also a source, destination, and transit country for human trafficking; a significant number of women from Russia, Uzbekistan and Southeast Asia (particularly the Philippines) are brought to the country to work as prostitutes or "juicy girls", many of whom are believed to be virtual slaves.[7] An increasing number of women are being taken to the United States, Canada, and Australia to work as prostitutes, and a number of them claim to have been tricked or forced.

Anon,
Can you name me a single country that does not practice prostitution? This exists in Muslim countries where polygamy is practiced, namely the Arabian states. This exists in Brazil. This exists in England. This exists in Mexico. It exists everywhere.
Even in countries where prostitution is legalized, illegal prostitution will continue to co-exist with legal prostitution. Why? The people who engage in this practice simply do not want to pay income taxes.
It also a matter of demand and supply and if more S Korean women are increasingly sent to America, Canada, and Australia to work as prostitutes, then that means that America, Canada, and Australia are increasingly addicted to prostitution as S Korea does, don't you agree?
Btw, I think you should lay off Wikipedia.org It is open for everyone to edit and therefore is not reliable.
