地村女性浄化対策’文書が公開された。(写真参照)当時、淪落行為防止法によって厳格に禁止さ
れていた性売買を国家が容認し管理したという証拠だが、女性部は実体把握もできていないことが
明らかになった。 基地村被害女性は国家政策のために被害を被ったとし、国家を相手に損害賠
償訴訟を準備していることが明らかになった。
ユ・スンヒ民主党議員が国家記録院から提出させ公開した‘基地村女性浄化対策’は1977年4月に作成されたもので‘政務2’で作成したことになっている。 ユ・スンヒ議員室は「当時、大統領府政務室で作成されたと推定される」と明らかにした。
政務室長の決裁を経て同年5月2日、朴正熙大統領が署名した文書は当時全国62ヶ所の基地村に9,935人の女性が生活していると把握していた。 文書は△性病退治△周辺整頓△生活用水△その他事項の4項目で対策案を用意した。 当時、基地村女性たちにとって問題であった性病対策と基地村区域再整理、きれいな水の供給などの内容を含んでいる。
その他事項で基地村女性たちに専用アパート供給計画を明らかにしていることが目につく。 ユ議員は「この計画は後に公娼論難として問題化され白紙化された」と説明した。 ‘韓国性売買政策に関する研究’で博士学位を受けたパク・ジョンミ漢陽大研究教授は「基地村女性を政府次元で管理したという文書の中で、大統領のサインがある文書は多くない。史料的意味がある」と話した。
だが、女性部はこのような基地村被害女性に対する実態調査要請を受けても調査さえしていないことが明らかになった。 ユ議員が「当時性病にかかった基地村女性は強制的に収容生活をさせられた。 事実上、国家が組織的に性売買を管理したわけだ」と指摘すると、チョ・ユンソン長官は「該当文書を初めて見る。 被害者支援の次元で文書が作成されたと見られる。 資料を見て全般的な考証作業を行う」と答えた。 これに対しユ議員は 「昨年キム・クムネ前長官に同じ質問をし、調査するという答弁を得た。 1年間何の調査もしなかったということか」と問い質した。
論難が交わされるとキム・サンヒ委員長が直接立って、「昨年の国政監査でも状況を把握して政策を樹立しろと要求した。 進展がないようだ。 長官がこの部分と関連して報告もまともに受けておらず、把握も出来ていないことに問題がある」と指摘した。
政府が傍観する中で基地村被害女性たちが国家を相手に損害賠償を請求する訴訟を起こすことにした。 この日、基地村被害女性の支援団体であるセウムト シン・ヨンスク代表は<ハンギョレ>との通話で「政府が米軍を相手に事実上慰安婦を運営したという証拠が続々とあらわれている。 はやい時期に被害事例と証拠を集めて民主社会のための弁護士会と共に被害を賠償せよとの集団訴訟を起こす計画だ」と明らかにした。

기지촌정화대책 문건
유승희 의원 “국가가 성매매 용인·관리했다는 증거”
6일 국회서 열린 여성가족위원회 국정감사에서 박정희 전 대통령의 친필 사인이 담긴 ‘기지촌 여성 정화대책’ 문건이 공개됐다.(사진참조) 당시 윤락행위방지법에 의해 엄격히 금지됐던 성매매를 국가에서 용인하고 관리했다는 증거이지만, 여성부는 실태파악도 되지 않은 것으로 드러났다. 기지촌 피해여성들은 국가정책 때문에 피해를 입었다며 국가를 상대로 한 손해배상 소송을 준비하고 있는 것으로 밝혀졌다.
유승희 민주당 의원이 국가기록원으로부터 제출받아 공개한 ‘기지촌 여성 정화대책’은 1977년 4월 작성된 것으로 ‘정무2’에서 작성한 것으로 돼 있다. 유승희 의원실은 “당시 청와대 정무실에서 작성된 것으로 추정된다”고 밝혔다.
정무실장의 결재를 거쳐 같은 해 5월2일 박정희 대통령이 서명한 문서는 당시 전국 62개소 기지촌에 9935명의 여성이 생활하고 있는 것으로 파악했다. 문서는 △성병퇴치 △주변정돈 △생활용수 △기타 사항의 4개 항목으로 대책안을 마련했다. 당시 기지촌 여성들에게 문제였던 성병 대책과 기지촌 구역 재정리, 깨끗한 물의 공급 등의 내용을 담고 있다.
기타 사항에서 기지촌 여성들에게 전용 아파트 공급 계획을 밝힌 것이 눈에 띈다. 유 의원은 “이 계획은 뒤에 공창 논란으로 번지며 백지화됐다”고 설명했다. ‘한국 성매매 정책에 관한 연구’로 박사학위를 받은 박정미 한양대 연구교수는 “기지촌 여성을 정부차원에서 관리했다는 문서 가운데 대통령 사인이 있는 문서는 흔치 않다. 사료적 의미가 있다”고 말했다.
하지만, 여성부는 이러한 기지촌 피해 여성에 대한 실태조사 요청을 받고도 조사조차 하지 않고 있는 것으로 나타났다. 유 의원이 “당시 성병에 걸린 기지촌 여성은 강제로 수용생활을 했다. 사실상 국가가 조직적으로 성매매를 관리한 것이다”고 지적하자 조윤선 장관은 “해당 문건을 처음본다. 피해자 지원 차원에서 문건이 작성된 것으로 보인다. 자료를 보고 전반적인 고증작업을 하겠다”고 답변했다. 이에 유 의원은 “지난해 김금래 전 장관에게 같은 질의를 했고 조사를 하겠다는 답변을 받았다. 1년 동안 아무런 조사가 되지 않은 것이냐”고 따져 물었다.
논란이 오고가자 김상희 위원장이 직접 나서 “지난해 국감에서도 상황을 파악하고 정책을 수립하라고 요구했다. 진전이 없는 거 같다. 장관이 이 부분과 관련해 보고도 제대로 받지 못하고 파악도 안돼 있는데 문제가 있다”고 지적했다.
정부의 방관 속에 기지촌 피해 여성들이 국가를 상대로 손해배상을 청구하는 소송을 내기로 했다. 이날 기지촌 피해 여성 지원 단체인 새움터 신영숙 대표는 <한겨레>와 통화에서 “정부가 미군을 상대로 사실상 위안부를 운영했다는 증거들이 속속 드러나고 있다. 빠른 시일 내에 피해 사례와 증거들을 모아 민주사회를 위한 변호사 모임과 함께 피해를 배상하라는 집단 소송을 낼 계획이다”고 밝혔다.

強制動員は16－18歳を中心に行われ、11歳から28歳までと幅広い年齢層であり、この中には、赤ちゃんを持つ母親もいたという。
また、強制動員の時期は、1930年の1人を皮切りに、1943年までに81．9％、1944－45年の間に12．7％、把握不可が5．3％となった。
特に、日中戦争が勃発した1937年から第2次世界大戦の真っ最中の1944年までに85％の206人が動員されるなど、戦争中に強制動員が集中したという。
一方で、同議員は今回の調査結果について、慰安婦被害者の証言だけに頼って出した結論であり、女性部による歴史的検証と研究の努力が不足しているとも指摘したという。（編集担当：李信恵・山口幸治）

지난 4·11총선에서 상대 후보로 출마한 정태근 전 의원에 대해 허위사실을 유포한 혐의(공직선거법 위반)로 기소된 유승희 민주당 의원의 남편이 유죄로 판정된 1심과 달리 항소심에서 무죄를 선고받았다.
서울고법 형사6부(부장판사 정형식)는 6일 유종성 미국 캘리포니아 샌디에이고대 교수(57)에 대해 징역 6월에 집행유예 1년을 선고한 원심을 깨고 무죄를 선고했다.
재판부는 “유씨가 허위성을 인식하고 의혹을 제기했다고 볼 수 없다”고 밝혔다.
또 “정 전 의원의 재산 증식과정을 보면 지위를 이용해 재산을 늘렸다는 의혹을 가질 수 있었던 것으로 보인다”고 덧붙였다.
유씨는 지난 4월 성북구 소재 유 의원의 선거사무실에서 “정태근씨 자신도 정무부시장과 국회의원이라는 직위를 이용해 부인의 컨벤션 회사가 지자체의 행사를 싹쓸이 수주했다는 의혹을 받고 있다”는 이메일을 지역 주민 5214명에게 발송한 혐의 등으로 재판에 넘겨졌다.
1심 재판부는 “상대 후보를 낙선시키려고 고의적으로 허위사실을 공표했다”면서 징역 6월에 집행유예 1년을 선고했다.

박정희 정부가 기지촌 여성들을 ‘위안부’라고 칭하며 직접 관리했다는 의혹이 제기됐다.
민주당 유승희 의원은 6일 국회에서 여성가족부를 상대로 열린 국정감사에서 “1977년 박정희 대통령이 친필 결재한 ‘기지촌 정화대책’에 따르면 당시 정부에서 기지촌을 62개소, 9935명으로 파악하고 있었으며 정화대책의 일환으로 기지촌 여성 전용아파트까지 전립할 계획을 세웠었던 것으로 기재되어 있다”고 말했다. 이어 “(피해자) 증언에 따르면 전용 아파트 건설은 정부가 공창을 만든다는 논란으로 인해 폐기된 것으로 알려진다”고 말했다.
유 의원은 이어 “정확한 사실관계는 고증을 거쳐야겠지만, ‘기지촌 정화대책’ 자료에 따르면 총 재원 16억9500만원 중 미확보된 4억8200만원 중 일부는 ‘각하 특별기금’에서 지원조치하겠다는 문구도 있다”고 말했다.
유 의원은 아울러 기지촌 여성을 강제로 수감했던 양주, 동두천, 평택, 파주, 포천, 고양시 등의 ‘성병관리소’에 대한 조례 및 등기부등본 등을 공개했다. 이 가운데 의정부시 조례 개정안에 따르면 “유엔군 주둔 지역의 위안부 중 성별보균자를 검진, 색출하여 수용치료와 보건 및 교양교육을 실시한다”고 명시돼 있다. 유 의원은 “기지촌 여성들에 대해 위안부라는 용어를 사용한 점, 강제 수용치료를 시행한 점이 드러나 있다”고 지적했다.
유 의원은 이어 “피해자의 증언에 따르면 (강제 수용치료시에) 성병이 완치될 때까지 과도한 페니실린 주사를 투여받았으며 이 과정에서 페니실린 쇼크로 사망하는 여성도 상당히 있었다”고 덧붙였다.
유 의원은 “기지촌이 국가적 차원에서 관리되었다는 증언이 있었는데, 이번에 (‘기지촌 정화대책’과 의정부시 조례 등)사료발굴을 통해 정부의 직접 개입 정황이 드러났고 특히 인권침해 수준의 감금치료가 있었다는 사실도 함께 나타났다”면서 “정부가 군부독재 시절의 인권침해와 과오를 인정하고 피해여성에 대한 실태조사에 나서야 한다”고 주장했다.

토리극 정약용 프로젝트, 국악뮤지컬 천상시계 등 항상 의식 있는 공연을 하면서도 공연이 주는 재미를 적절히 버무려 대중들의 사랑을 받아온 극단 아리랑의 광복 60주년 기념공연 “나비(원제:COMFORT WOMEN)"는 뉴욕에 이민온 할머니와 한국에서 집회 참석차 뉴욕을 방문한 위안부 할머니들과의 갈등을 그린 작품으로, 2004년 10월 뉴욕 브로드웨이 어번스테이지 극장에서 미국인들을 대상으로 공연되어 일본의 참혹한 실상을 세계에 적나라하게 알린 재미교포 희곡작가 김정미 선생님의 작품 ”COMFORT WOMEN" 을 번역하여 2005 서울연극제 공식참가작으로 선정되어 지난 5월 4일에서 5월 12일까지 대학로 학전 블루 소극장에서 성황리에 공연된 작품입니다.
본 공연은 서울연극제 기간동안 8일간의 짧은 공연에도 불구하고 85%의 높은 객석 점유율을 기록하였고, 공연을 관람한 관객중 여성관객의 90%, 남성관객의 30% 이상이 흐르는 눈물을 참지 못하고 공연이 끝난 후 뻘겋게 충혈된 눈으로 극장 문을 나서는 진풍경을 연출하기도 하였습니다.
